2. Registered Nurse Route: Licence Steps, Costs and Pay
CNO’s registration steps for internationally educated RNs start with education: a nursing baccalaureate approved or recognised in any jurisdiction. Its own education page says a home-country diploma that lets you practise as an RN abroad does not meet the RN requirement, though you may be able to apply as an RPN instead. If CNO finds your education not substantially equivalent, it points to approved education pathways for internationally educated nurses.
Before you apply, a credential assessment provider must verify your documents. CNO lists WES, ICAS and ICES as approved providers and also accepts expedited reports from NNAS. The NNAS expedited service costs $750 CAD and issues its report within five business days of receiving every document, which means the slow part is getting your school and nursing regulator to send theirs. Pay depends on the employer. Hospital RNs under the Ontario Nurses’ Association hospital agreement earn $41.15 to $58.98 an hour from 1 April 2026. The two Home Care Worker Immigration pilots, for child care and home support, launched on 31 March 2025. On 19 December 2025, IRCC paused intake until further notice and said it would not reopen in March 2026. Applications already received are still being processed. IRCC’s notice gives no end date, though law-firm summaries of newer ministerial instructions report no new intake until March 2030.
Important Note: Nobody can sell you a place in a paused pilot. Anyone who asks for money to enrol you, to “reserve a slot” or to supply a “pre-approved LMIA” is a scam risk.
What remains is a temporary work permit backed by a Labour Market Impact Assessment (LMIA) from a family or employer. The employer pays the $1,000 processing fee per position, and neither the employer nor any recruiter can pass that fee or any recruitment fee to you, according to Employment and Social Development Canada. Hospital and nursing-care positions are exempt, as are private-household positions under the codes for registered nurses, practical nurses, home childcare providers and home support workers. Ontario law bars recruiters from charging foreign workers for their services, and the federal caregiver rules bar employers from recovering recruitment fees.
Important Note: A real employer pays the LMIA fee. If someone asks you for money to get a Canadian job offer, stop and report it to the Canadian Anti-Fraud Centre.
